Hsu Hsin-ying, the Kuomintang nominee and sitting legislator, leads the Hsinchu County magistrate race with the strongest trader consensus, ahead of Democratic Progressive Party nominee Cheng Chao-fang, the Zhubei mayor. Hsu secured the KMT nomination in March 2026 through a mixed primary system weighting polls at 70 percent and party-member votes at 30 percent, overcoming internal disputes and a narrow loss in the member vote. Cheng received the DPP nomination in June, positioning him as the main challenger in a contest centered on urban-rural divides and local governance records. Candidate registration in early September confirmed a two-candidate focus, with minor independents including Lin Szu-ming and Chen Chien-hsien registering negligible support after Chen declined an independent bid. The recent breakdown of local KMT-TPP coordination over the Zhubei mayoral race has limited opposition alignment, while Hsu benefits from wider geographic backing outside Zhubei and consolidated party infrastructure ahead of the November 28 vote. These factors underpin the current implied probabilities in the market.
