Incumbent Bill Foster holds a commanding lead in the Illinois 11th Congressional District race due to the area's D+6 partisan voter index, his established record since 2013, and overwhelming institutional support reflected in nonpartisan race ratings from Cook Political Report, Sabato's Crystal Ball, and others classifying the seat as solid or safe Democratic. Foster's substantial fundraising edge—over $2.1 million raised compared to challenger Jeff Walter's roughly $311,000—further reinforces trader consensus around his reelection prospects on November 3. Walter, the Elburn mayor and Republican nominee, faces structural barriers typical of challengers in such districts. Late developments such as a major scandal, health event, or sharp national partisan swing could still alter the outcome before election day.

A candidate's party will be determined by their ballot-listed or otherwise identifiable affiliation with that party at the time all of the 2026 House elections are conclusively called by this market's resolution sources. A candidate without a ballot-listed affiliation to either the Democrat or Republican parties will be considered a member of one of these parties based on the party with which they most recently expressed their intent to caucus at the time all of the House elections are conclusively called by this market's resolution sources.
This market will resolve based on the result of the election as indicated by a consensus of credible reporting. If there is ambiguity, this market will resolve based solely on the official results as reported by the United States government, specifically the Federal Election Commission (https://www.fec.gov/).
