**Traders assign an 86.5% probability to “No” on a UNSC resolution endorsing a final U.S.-Iran deal by December 31 because the June 2026 Islamabad Memorandum of Understanding expired in mid-August without producing an agreement.** The 60-day negotiation window aimed at nuclear limits, sanctions relief, Strait of Hormuz access, Lebanon deconfliction, and reconstruction financing collapsed amid renewed tensions, resumed attacks, and disputes over IAEA inspections and frozen assets. Iran’s recent conditions, reiterated by security officials, include full sanctions termination and an end to naval blockades before further talks. A September 17 UNSC vote saw Russia and China veto a U.S. measure on sanctions monitoring, underscoring divisions that would likely block consensus on any comprehensive endorsement. With hostilities ongoing and no active high-level process, the short remaining window offers limited scope for the required diplomatic breakthrough.
