Colorado's universal mail ballot system, which drove nearly 36% primary participation amid a competitive Democratic contest and strong unaffiliated engagement, continues to support elevated general election participation without requiring in-person surges. Key variables include early voting volume, demographic differentials among younger and unaffiliated voters, and any late-cycle mobilization efforts. These structural factors position the 2.55M-2.7M and adjacent ranges as consensus outcomes, reflecting historical patterns rather than dramatic spikes or shortfalls.
