Incumbent Drew Dilkens leads the Windsor mayoral race with trader consensus reflecting his 12-year tenure, recent zero-per-cent property tax increase, and pledges for continued fiscal oversight plus a permanent finance committee if re-elected. His main challenger, Ward 1 Councillor Fred Francis, trails as the primary alternative by positioning his campaign around ending strong mayor powers, greater council collaboration, affordability measures, and downtown revitalization. The October 26 municipal election features 11 candidates total, though only Dilkens and Francis have held elected office or mounted visible campaigns with platforms on infrastructure such as the E.C. Row Expressway and economic priorities. Minor exchanges over transparency and security have occurred without shifting the overall positioning.
