**Proposition 5 on California's November 2026 ballot would amend the state constitution to remove the simultaneous successor contest from statewide recall elections, leaving voters with only a yes-no question on removal while filling vacancies through later special elections or appointments.** This legislative measure, advanced after recent local recall activity and past statewide attempts, aims to reduce costs, limit low-plurality replacements, and refocus recalls on performance rather than partisan replacement races. The slight trader edge for rejection reflects balanced concerns that the change could shift power toward appointments or succession rules, versus arguments that the current dual-question format distorts outcomes and invites tactical campaigns. Key variables that could shift odds include emerging statewide polling, additional endorsements from groups like the League of Women Voters, campaign spending levels, or any new recall filings before election day that highlight the existing system's effects.
