California Proposition 41, a constitutional amendment on the November 3, 2026 ballot, creates a closely balanced market at 50.5% Yes because it directly counters companion wealth-tax measures while imposing new procedural requirements on special taxes. The initiative mandates pre-election audits by the state auditor for voter-initiated special taxes once 25% of signatures are collected, plus recurring four-year reviews of programs funded by taxes enacted after January 1, 2026, and bars those revenues from exclusion under the existing Gann spending limit. Trader sentiment reflects competing pressures: support from taxpayer groups and business interests focused on program efficiency, cost savings, and spending-cap integrity versus opposition from advocates of dedicated revenue streams who cite added administrative hurdles and potential constraints on future ballot initiatives. No decisive polling shifts or major endorsements have altered the equilibrium in recent weeks.
