Israel has rejected phased pullback without verified full demilitarization, leading to resumed airstrikes in August that killed over 100 Palestinians amid reported ceasefire violations. The US-backed International Stabilization Force remains undeposited on the ground despite congressional funding notifications, with talks between envoys, Hamas, and Israeli officials yielding no breakthrough on sequencing. Humanitarian access constraints and preparations for the rainy season continue under severe restrictions, while traders weigh the low likelihood of qualifying foreign security operations absent major diplomatic shifts or escalations before key resolution windows.
