Otherwise, this market will resolve to "No". An official announcement made within this market’s timeframe will qualify for a "Yes" resolution regardless of whether an actual embassy opening subsequently takes place within the timeframe. Any opening of a U.S. embassy in Damascus will qualify regardless of its exact location. Announcements that do not clearly commit to opening an embassy, such as general diplomatic statements, exploratory comments, or partial/conditional steps, will not count. The resolution source will be official statements from the Governments of the U.S. and Syria; however, a consensus of credible reporting will also be used.U.S. diplomatic operations in Damascus have remained suspended since 2012, with the Czech Republic serving as protecting power for limited U.S. interests. Following the December 2024 change in Syrian leadership, the Trump administration advanced normalization through sanctions relief, congressional notification of phased reopening plans in February 2026, and a May 2025 flag-raising at the compound by Special Envoy Tom Barrack. As of September 2026, Syrian officials describe full reopening as dependent on U.S. logistical and security standards, while bilateral talks between Foreign Minister Asaad al-Shaibani and Secretary of State Marco Rubio focus on sanctions implementation, investment facilitation, and expanded diplomatic presence. U.S. visa processing continues through third-country posts, and recent U.S. business delegations signal incremental engagement without confirmed full embassy operations.
