Chen Chen-chung, the Kuomintang nominee and former Hu-hsi Township head, holds the strongest position in the Penghu County Magistrate race ahead of the November 28, 2026, vote. The KMT consolidated its base behind a single candidate early, while the Democratic Progressive Party shifted to Wu Shu-chin after incumbent Chen Kuang-fu suffered a severe head injury in February 2026 that left him unable to campaign. This substitution and the presence of multiple independents—including former Magong mayor Yeh Chu-lin, Taiwan Solidarity Union chair Chou Ni-an, and former deputy magistrate Hsu Chih-fu—have fragmented opposition support in a county that has historically favored pan-blue candidates except when the pan-blue vote splits. Recent campaign headquarters launches and July-August polling showing Chen ahead have reinforced trader assessments of his lead.
