Judy Chu holds a commanding position in the CA-28 general election due to the district’s strong Democratic lean, reflected in its D+14 Cook Partisan Voter Index and consistent Solid Democratic ratings from forecasters. As the long-serving incumbent first elected in 2009, Chu advanced easily through the June 2026 top-two primary with roughly 62 percent of the vote against Republican April Verlato and a Democratic challenger. Recent mid-decade redistricting under Proposition 50 further tilted the San Gabriel Valley seat toward Democrats, while Verlato’s minimal fundraising and profile have limited her visibility. The November 3, 2026, contest shows little sign of shifting dynamics absent an unforeseen development such as a major scandal or sudden national political realignment that alters turnout patterns in this safely Democratic district.

A candidate's party will be determined by their ballot-listed or otherwise identifiable affiliation with that party at the time all of the 2026 House elections are conclusively called by this market's resolution sources. A candidate without a ballot-listed affiliation to either the Democrat or Republican parties will be considered a member of one of these parties based on the party with which they most recently expressed their intent to caucus at the time all of the House elections are conclusively called by this market's resolution sources.
This market will resolve based on the result of the election as indicated by a consensus of credible reporting. If there is ambiguity, this market will resolve based solely on the official results as reported by the United States government, specifically the Federal Election Commission (https://www.fec.gov/).
