Recent Flight 13 success with Starship V3, featuring an intact upper-stage splashdown, undamaged heat shield inspection, Raptor engine relights, and Starlink V3 deployment, has bolstered confidence in rapid progress toward full reusability. Booster catches and reflights have already been demonstrated, while SpaceX plans tower catches of the ship and first upper-stage reflight by late 2026 or early 2027 ahead of orbital missions and refueling tests. These milestones, alongside V3 upgrades for higher payload and reliability, underpin the 61.5% implied probability for full reuse before 2028, though technical hurdles in controlled recovery and regulatory approvals remain key swing factors.
