As of mid-September 2026, discussions remain conditional on a ceasefire that has not materialized amid ongoing Russian-Ukrainian combat. Russian President Putin explicitly warned on September 14 that such deployments would constitute "war," while recent activity centers on military aid pledges, an anti-ballistic missile coalition, and exercises rather than troop commitments. Trader consensus reflects these structural barriers—absence of a diplomatic framework, institutional caution on direct involvement, and Russian red lines—keeping near-term announcement probabilities low despite the established planning architecture.
