Redistricting approved by California voters last year shifted the 1st District boundaries to favor Democrats, producing ratings of Solid Democratic from multiple forecasters and establishing a new baseline that heavily advantages state Sen. Mike McGuire over Republican incumbent James Gallagher. Gallagher secured the short-term special election in June with a majority in the prior map, but the November contest pits him against McGuire in a reconfigured district where Democratic performance in recent cycles and structural advantages have produced overwhelming trader consensus for the Democratic nominee. Late developments such as turnout surges, candidate health issues, or major scandals could still alter the outcome before Election Day.
