US sanctions policy under the Trump administration has escalated sharply in 2026 through executive orders imposing secondary sanctions, tariffs on foreign oil suppliers to Cuba, and designations targeting military-linked entities like GAESA, energy firms, and mining operations. These measures, building on the reinstatement of state sponsor of terrorism status, have intensified economic pressure amid Cuba’s severe fuel and power shortages. Havana responded with its broadest economic liberalization package since 1959, enacted in June and taking effect in September, which expands private enterprise, foreign investment, and property rights. Earlier diplomatic contacts in April produced no sustained talks, and Cuban officials stated in early September that no negotiations or agenda currently exist. Any path to an economic deal would require verifiable Cuban steps on prisoner releases, security ties with third countries, and property claims before sanctions relief could advance.
