California voters face a closely balanced decision on Proposition 38, which would authorize $8.4 billion in general obligation bonds to fund immunology and immunotherapy research targeting cancer, heart disease, and Alzheimer’s. The narrow 51% implied probability for passage reflects strong backing from disease advocacy groups and philanthropists seeking to offset federal NIH reductions, balanced against concerns over $500–600 million in annual General Fund debt service for roughly 20 years. Half the proceeds would support a University of California-affiliated institute meeting specific criteria, with the remainder allocated via grants, alongside requirements for revenue sharing and discounted treatments. Recent legislative action on a separate broader research bond and ongoing campaign scrutiny of allocation structure could shift trader assessments ahead of the November 3 election.
