An International Stabilization Force with troop pledges from Morocco, Albania, Kosovo, and others received Israeli cabinet approval for limited entry in July 2026, yet deployment remains tied to verifiable Hamas disarmament and has not advanced beyond planning and small preparatory steps. Ongoing Israeli strikes, incomplete aid flows, and disputes over governance by the National Committee for the Administration of Gaza have kept momentum low since the October 2025 ceasefire. Upcoming donor meetings and any breakthrough on weapons handover could shift probabilities, while persistent barriers around security guarantees and withdrawal timelines sustain uncertainty in the market.
