California voters will decide Proposition 1, the Veterans and Affordable Housing Bond Act of 2026, on November 3. The measure authorizes $11.25 billion in state general obligation bonds, with $10 billion directed to multifamily rental housing, supportive housing, preservation programs, farmworker and student housing, and homeownership assistance, plus $1.25 billion in self-supporting revenue bonds for CalVet home loans. The Democratic-controlled Legislature approved it by wide margins in June, and Governor Newsom signed it. A September Public Policy Institute of California survey of likely voters showed 55% support. Trader pricing near 58.5% for passage aligns with that polling amid persistent high housing costs and limited organized opposition, though partisan divides and general obligation debt repayment remain factors that could influence final turnout.
