Belit Onay holds a commanding lead in the Hannover mayoral runoff because he secured 45.6 percent in the September 13 first round as the Green incumbent, far ahead of SPD challenger Axel von der Ohe at 21.5 percent. This performance reflects sustained voter support for Onay’s record on climate policy, urban mobility, and city services since taking office in 2019, combined with typical incumbency advantages in German local elections. The September 27 runoff pits the two top finishers against each other under standard majority rules. Other listed candidates received minimal first-round support and hold negligible implied probabilities. A shift would require an unusually sharp late swing in turnout or voter preferences between the rounds, though historical runoff patterns in comparable contests show limited volatility once an incumbent establishes such a margin.
