Israel’s July 2026 cabinet approval of an ISF legal framework and troop pledges from Morocco, Indonesia, Kazakhstan, Kosovo, and Albania advanced deployment planning, backed by $206 million in U.S. funding notified to Congress in July. However, stalled disarmament talks with Hamas, repeated Israeli strikes on militants through mid-September, and Prime Minister Netanyahu’s campaign ahead of the October 27 election have delayed roadmap implementation and troop entry. The Board of Peace continues coordination efforts, including briefings at the UN General Assembly, while humanitarian constraints and conditional phased deployment remain key variables.
