Israel insists on verified full demilitarization and tunnel destruction before any troop withdrawal or reconstruction, rejecting the Board of Peace roadmap agreed to by Hamas in July. This follows escalated Israeli strikes in late August after U.S. envoy talks collapsed. Several nations, including Morocco and Egypt, have advanced limited commitments or command structures for the ISF, while Indonesia suspended its large troop pledge amid regional tensions. A U.S.-backed working group process launched in August aims to prioritize weapons handover within 60-90 days, though Israeli elections in October and persistent ceasefire violations add uncertainty to timelines for any expanded foreign stabilization role.
