This market will resolve to "Yes" if the Save Act (H.R.22) is passed by both chambers of the U.S. Congress and signed into law by December 31, 2026, 11:59 PM ET. Otherwise, this market will resolve to "No". The primary resolution sources for this market will be Congress.gov’s legislation tracker (https://www.congress.gov/bill/119th-congress/house-bill/22) and other official information from the government of the United States; however, a consensus of credible reporting may also be used.**Senate procedural barriers and repeated failed advancement attempts explain the 93.5% implied probability that H.R. 22, the Safeguard American Voter Eligibility (SAVE) Act or SAVE America Act, will not be signed into law in 2026.** The bill, which would require documentary proof of U.S. citizenship for federal voter registration and, in later versions, photo identification at the polls, cleared the House in April 2025 (220-208) and again in February 2026 (218-213). However, it has stalled in the Senate, where multiple efforts to overcome the 60-vote filibuster threshold—including as amendments to DHS funding, reconciliation packages, and the NDAA—failed, often with four Republican senators joining Democrats in opposition. Senate Majority Leader John Thune has stated he sees insufficient votes to advance the measure and has no immediate plans to schedule it.
