Recent IAEA board action on September 9, 2026, referring Iran’s nuclear file to the UN Security Council for non-compliance—the first such step in 20 years—has reinforced trader expectations against a binding UNSC endorsement of any final U.S.-Iran deal by year-end. The U.S.-backed censure, opposed by Russia and China, followed the June 2026 memorandum of understanding’s collapse after its 60-day window expired without agreement on nuclear inspections, enriched uranium disposition, or sanctions relief. Ongoing hostilities, including U.S. strikes and Iranian responses, have kept the Strait of Hormuz effectively closed and IAEA verification suspended. These developments, combined with veto dynamics in the Council and Iran’s stated resistance to further preconditions, sustain the high implied probability that no endorsing resolution will pass before the deadline.
