Incumbent Henry Cuellar holds a strong position in Texas’s 28th district heading into the November general election, backed by his long local record in Laredo and Webb County, substantial fundraising edge, and effective crossover support among Trump voters shown in recent polling. The district’s 2025 redistricting made it more Republican-leaning on paper, yet forecasters maintain Lean or Tilt Democratic ratings following Trump’s December 2025 pardon of Cuellar on prior federal charges. Republican nominee Tano Tijerina, a former Democratic Webb County judge with Trump’s endorsement, emphasizes property taxes and local governance but trails in head-to-head surveys and faces the structural challenge of unseating an entrenched incumbent in a South Texas seat where personal ties and federal funding delivery often outweigh national partisan swings.

A candidate's party will be determined by their ballot-listed or otherwise identifiable affiliation with that party at the time all of the 2026 House elections are conclusively called by this market's resolution sources. A candidate without a ballot-listed affiliation to either the Democrat or Republican parties will be considered a member of one of these parties based on the party with which they most recently expressed their intent to caucus at the time all of the House elections are conclusively called by this market's resolution sources.
This market will resolve based on the result of the election as indicated by a consensus of credible reporting. If there is ambiguity, this market will resolve based solely on the official results as reported by the United States government, specifically the Federal Election Commission (https://www.fec.gov/).
