Cuban state media has documented his continued presence on the island through public appearances in September 2026 and recent written messages, amid official descriptions of his fragile health and limited activity. No extradition treaty exists between the United States and Cuba, and no diplomatic or legal developments indicate imminent transfer. Trader assessments of custody by any near-term deadline reflect these structural barriers, historical precedents for indictments of foreign officials without physical apprehension, and the absence of confirmed movements or negotiations that would alter his location.
