**Lawsuits filed by small business groups and supermarket associations challenge Mayor Zohran Mamdani’s plan for five city-owned grocery stores offering a 30% discount on core staples, subsidized through $70 million in capital funding and rent waivers.** The Multicultural Business Coalition filed state court actions in August alleging inadequate economic impact studies, arbitrary site selection, violations of civil rights and equal protection provisions, and unfair competition harming immigrant- and minority-owned grocers. A September federal antitrust suit in the Southern District of New York claims the subsidies amount to predatory pricing. The first Bronx location is targeted for late 2027, with an RFP for private operators due in October. No rulings have issued yet, and Mamdani has stated confidence in the plan’s legality amid ongoing litigation over related affordability initiatives.

This market will resolve to "Yes" if, between market creation and the specified date at 11:59 PM ET, a court issues any order — including a temporary restraining order, preliminary or permanent injunction, or other relief — that has the effect of prohibiting, suspending, or pausing the opening or operation of one or more of the planned municipal grocery stores. Otherwise, this market will resolve to "No".
A qualifying order issued within the market timeframe will resolve this market "Yes" regardless of whether it is later vacated, reversed, stayed, or superseded, regardless of its stated duration, and regardless of whether any store would otherwise have opened during the market timeframe.
A settlement, voluntary dismissal, or withdrawal of the litigation; a dismissal by the court; the City abandoning or modifying the grocery program in the absence of a qualifying court order; or any other disposition in which no qualifying order is issued will resolve this market "No".
The primary resolution sources will be official court records and filings; however, a consensus of credible reporting may also be used.
