His platform emphasizes keeping future tax rises at or below inflation, creating a permanent finance and economic development committee, and securing provincial responsibility for the E.C. Row Expressway to free up local funds. Main challenger Fred Francis, a long-serving Ward 1 councillor, positions himself on affordability, ending strong mayor powers, and retaining municipal control of the expressway, yet trails significantly. A recent dispute over Dilkens’ June request for a city hall security sweep, referenced in a police letter noting the election year, has drawn opposition criticism but has not shifted the overall positioning ahead of the vote.
