The Trump administration’s maximum-pressure campaign, including Executive Order 14404 sanctions on Cuban mining, energy, and financial entities in 2026 plus an effective oil blockade, continues to shape prospects for any bilateral economic agreement. Havana responded with internal reforms approved in June that expand private enterprise, foreign investment, and limited state-asset participation, yet Cuban officials report no formal negotiation agenda despite ongoing contacts. Secret talks earlier in the year that floated U.S. oil supplies and investment in exchange for property compensation, political prisoner releases, and market opening reportedly collapsed amid domestic political resistance. Additional September designations targeting nickel and military-linked firms have further tightened economic constraints without triggering reciprocal concessions. Upcoming diplomatic or legislative moves in Washington or Havana remain the clearest potential catalysts for any shift in trader assessments.
