Trump has signaled interest in a possible summit with Kim Jong Un by year-end, including scaled-back joint exercises, though Pyongyang has rebuffed direct Seoul overtures and rejected denuclearization as a precondition. Recent short-range ballistic missile launches by North Korea on September 20 underscore ongoing military signaling ahead of the Trump-Xi summit.
