Apple’s push to source DRAM from ChangXin Memory Technologies (CXMT) faces steep political and supply-chain barriers that explain the 77.5% market-implied odds against a 2026 purchase. The Pentagon’s 1260H blacklist citing alleged PLA ties creates reputational and compliance risks for U.S. firms, prompting Apple to lobby the Trump administration since June for assurances against tighter Commerce Department restrictions. While Apple has begun qualifying CXMT chips for China-bound devices, CXMT’s fabs are running near 95% utilization with output largely committed through 2027 to domestic clients, limiting any near-term volume. Recent statements from CXMT signal openness to global customers ahead of the Trump-Xi meeting, yet analysts note even a narrow deal would not resolve Apple’s broader shortage driven by AI-driven HBM demand.
