This market will resolve to “Yes” if any bill, measure, or resolution that requires proof of U.S. citizenship as a condition for registering to vote or to vote in U.S. federal elections is passed by both chambers of the U.S. Congress and signed into law, or is otherwise enacted into U.S. federal law, by the specified date, 11:59 PM ET. Otherwise, this market will resolve to "No". Examples of qualifying legislation include H.R. 22, the “SAVE Act,” and H.R. 7296, the “SAVE America Act.” The primary resolution source for this market will be official information from the government of the United States; however, a consensus of credible reporting may also be used. The SAVE America Act (Safeguard American Voter Eligibility Act) has cleared the House multiple times, most recently in February 2026 by a 218-213 vote and through procedural attachments to the NDAA in July, but remains stalled in the Senate. It would require documentary proof of U.S. citizenship for federal voter registration and photo identification at the polls. Senate attempts to advance it as amendments to appropriations, DHS funding, or reconciliation measures have repeatedly fallen short of the 60 votes needed to overcome a filibuster, with four Republicans joining Democrats in opposition on key roll calls. Senate Majority Leader John Thune has signaled reluctance to prioritize floor time given slim prospects. With the Senate reconvening in mid-September 2026 ahead of the November midterms, any path forward hinges on bundling with must-pass legislation, rules changes, or renewed pressure from the administration, though the compressed calendar and persistent cross-aisle resistance limit near-term enactment odds.
