The Trump administration has called for a “new, improved” deal potentially involving China, while Russian proposals for informal adherence to prior limits have not advanced. Upcoming trilateral talks on Ukraine in October could indirectly influence strategic stability discussions, though territorial disputes and broader multilateral participation remain key barriers.
